Sand sinks fast and packs into the lowest points of the pool. A cleaner with weak suction just pushes it around, and a coarse filter blows the finest grains straight back out the top. Where the Sand Is Coming From
Constant sand usually has a source: a sandbox or beach towels, wind-blown grit in arid climates (see fine dirt and dust), or — worth checking — a failing sand filter lateral that returns filter sand to the pool.
